The Petty Kingdom of Inara, also called Inara or the Principality of the Inara Basin, is a partially sovereign city-state and microstate in the Kingdom of Pretany, in Uletha, located on a series of islands in the middle of the Pretanic Lake, within the Inara Basin. It is the smallest nation in Uletha, having an area of 2,109 km2 (814 sq mi) and an estimated population of 2,773,000 in 2014. Its capital, Inara, is the lowest capital city in Pretany, at an elevation of 9.4 metres (31 ft) above sea level. The official taught language is Inaran, although English is more commonly spoken.
Official documentation of the Inaran people date to 300 AD, migrating to the Inara Basin during the The Inaran people are believed to have been migrated east shortly before the the 400 AD Gaelig migrations, but the present petty kingdom was created under a charter in A.D. 1402 after the destruction of the Inaran Nation, a medieval empire. It is known as a diarchy as it is a monarchy headed by two Co-Princes – the Bishop of Inara and the King of Pretany.
Inara is a prosperous country mainly because of its tourism industry, which services an estimated 15.9 million visitors annually, and because of its status as a tax haven, although it is in the process of reforming its tax regime. The Unified standard dollar is the de facto currency.
Inara is known to have the earliest form of island construction in the world, with the the circular islands in the center of the Caldera dating to 367AD. It is thought sand dredging and dumping took place over the course of 50 years to build the Inaran citadel.
A major staple in Inaran religion and mythology was the figure of Danoi O'Cuan, the leader of their ancestors that led them to salvation in Inara. Inara was said to be a promised land for refuges from the "Great Hellscape", a literal translation of their perceived origins. What is known for sure through archeological evidence and genetic marking, was that the Inaran people did end up in Pretany through an early Gaelig migration, before the main mass migration in 400 AD. It is not known why the people traveled as far south as modern day Pretany, but several archeological sites of small ancient Inaran camps can be found in a trail from Current Day eastern Kalm, through the Firth of Hetzer region, and across the Egyt Mountains and into Pretany. The only other city that is known to have existed south of Wesmandy at the time was Solsburg, and there is no recording of large groups of traveling Gaelig peoples. It is assumed the group of people that left were small in numbers, less than 5,000, and remained hidden in wilderness throughout their travels.
Inclusion in the Great Works of Palast
The Inarans were known during the Petty Kingdoms of Pretany era as a peaceful island and ship building peoples. They remained stranded on an island in the middle of Pretanic Lake but continued to build their large houses that reminded the missionaries of floating warships. In 300AD they had claimed territory on the defensible island in the Inara Basin and stretched into scattered fishing villages on the north shore, Fritz River, and Turpis River. The missionaries stumbled upon the large kingdom after running from the Antigoans in fear. The Inarans were supportive and helpful feeding and clothing the nearly starved and injured 40 remaining missionaries.
Their island building techniques were well documented, as the main citadel island was being constructed at the time of the works. They were known to take several large ships with a large vacuum mechanism and suck silt and sand from the floor of the Pretanic Lake and project it with the same vacuum system into the center of the lake to create the islands. It seemed to be an independent invention that was not recreated until the 20th century. It used no electricity or fossil fuels and many different scientists and archeologists today have attempted to recreate it's mechanism.
The Inaran people at that time were known to worship a religion called Tigonthinism an off-branch of various Caeltig religions at that time and they were known to have one chief that they revered as a god that was going to build his home in the middle of the citadel. Inara is known to have the earliest form of island construction in the world, with the the circular islands in the center of the Caldera dating to 367AD. Further written history of the petty kingdom is scarce, as the people did not keep written record of their history until after the opening of the trade route and the formation of a literate people. It is postulated based on circumstantial evidence that Debout McMana, who became a semi-legendary figure, became known as Debout the Massacrer, slaughtered most of a tribal rebellion in 400AD. A mass grave was found in northern Inara in 1940 with the name "Debuaat of Death" written in rudimentary Inaran, most of the bodies were dated within a 100 year window that could have been correlated with the legend.
The Inaran people were not spoken of again until the opening of the trade route in 600 AD when they were known to have still been living on the island, but advanced in writing and technology.

The population of Inara exploded between 600 and 800 AD, the small island kingdom of roughly 50,000 people had grown into a mega city on the island, with a population closing in on 1 million. With the advent of trade goods that were being smuggled and delivered from Antigo through the trade route, the people were becoming healthier and reproductive success rates skyrocketed. It was at this time that they had built a fleet of ships that could easily move 3,000 people a day from the island to the shores of the lake. Families expanded small fishing villages along the coast to bustling metropolises, such as Ballynacoska, who saw it's population expand from 350 to 10,000 people between 700 and 740 AD.
By the 7th century AD, trade routes via Antigo had been over several treaties signed by Antigoan kings to increase trade in the kingdom, but to limit the number of merchants, a flat tax was thus imposed which significantly impacted trade between Inara and other parts of Uletha. Wanting to expand trade and establish better connections through Antigo, past Inaran kings tried persuading the Antigoan Royal Court to lift taxes and engage in trade to also improve the Antigoan economy, but even after the signing of the Feulwhite Declaration and Tesmonnes Agreement, the Antigoan court had done little to fulfill these agreements, as the people of Antigo often raised concerns over the dilution of Antigoan culture and invasion of 'foreign ideals' into Antigo.
At the beginning of the 9th century, then Antigoan King Aswad Renard decided to expand trade in Antigo by allowing more traders through it's routes despite opposition from the Royal Court and the Antigoans. His new measures to increase trade was mainly welcomed by the Inarans, and trade talks resumed between the two sides. These talks resulted in new trade cities in Antigo and along the borders of Antigo and today's Pretany.
However, his measures resulted in massive rebellions, according to Pretanic and Inaran accounts, such as the 822 Antigo City Rebellions and the 7 July Roamur Strikes which greatly impacted Antigo's trade. Attacks on foreign merchants by Antigoans were frequent especially along the trade routes, resulting in the king to pass a decree to protect foreigners in the kingdom. However, the decree was never observed and such attacks still happened. According to Antigo, however, there are no such rebellions except attacks on merchants on orders by the Antigoan king, who was facing pressure by foreigners to open up the trade roads. These attacks, however, were justified as the merchants were 'insulting their culture', a vile act by the foreigners in the land.
From 835 onward, however, trade talks with Inara paused, as King Aswad cited 'unforeseen circumstances' which prevented him from meeting the Inaran court, according to the Daulselon letter sent to Inara. It was hypothesized by Pretanic and Inaran historians that such 'circumstances' most likely refer to rebels taking over the capital, and in response to the letter, the Inarans sent 700 troops to Antigo. Antigoan historians, however, said the letter is actually a forgery probably created by Pretany or Inara shortly after the conquest to 'justify their atrocities' done against Antigo. It said that the king was in serious health and his duties were then taken over by Crown Prince Alfred Kissa, who refused to continue the talks after much lobbying by the Antigoan public. The halting of such talks then resulted in the Inarans sending troops to take over the trade routes. By 836 AD the Inaran military had organized under King Nork Shannon, he argued that the Antigoans were an inferior people and did not deserve total control of the Trade Routes. Nork Shannon led 16,000 troops south to the city of Antigo and laid siege on their doorsteps starving the people out.
The Siege lasted for nearly two years until the population of the kingdom nearly starved to death from lack of traders being allowed into the city-state. The Antigoans relinquished their will and wrote a decree to allow the Inarans access to the tax funds from Westward Gate in 840.
With funds now in their favor, the Inarans decided to expand northward into the lands of the Nortians and raided Gurmes and farming villages until the seemingly endless supply of capital ended in a cold unbearable landscape. The Lechian and Dagelandic speaking peoples stayed out of harms reach due to their isolation. The Inarans were triumphant and quickly modernized the thinking and technology of the landscape with the introduction of the Inaran Nation, which had full access to the trade routes and were very open to foreign ideas and peoples.
King Albert the V wrote the first national constitution in 1039 which gained them "eternal access" to the Nortian city of Port Emporia on the Great Rift Sound. The once small island kingdom had exploded into one of the most prosperous empires in the world and the city of Port Emporia, the new capital, grew to a population of nearly 1 million people, the largest east of the Egyts.
Working with the southern Inaran peoples whom were becoming increasingly diverse in Westward Gate and Raggleneth they grew an empire that rivaled any before it. The Inarans were said to have an army of nearly 400,000 strong and a fleet of navy ships that would span from horizon to horizon. It was at this time they raided small villages to the north through the Sound, and to the west through the Egyts in Sathria. Once again the peoples of Pretany were feared, but this time not for myth and legend, but for their warring nature.
King Treston the II converted to Nortian Catholicism in 1200 AD and built over 60 large temples throughout the Empire, but much of that was overturned by King Treston III who had him beheaded for treason and subsequently burned many if the temples and then planned a massive attack on Suria in 1248, and successfully expanded territory in what is now Firgotonus. Several raids were performed with flawless technique and success rate throughout Lechia, west into Garlis and Ísztianország.
Treston III, like monarchs prior to Treston II was notoriously against the rise and spread of Romantian culture due to the perceived, yet unfounded threat of uprisings that the Inarans used as propaganda throughout the nation and any tribe related to the Nortian Tribe were targeted first. Garlis lost a large chunk of it's territory in what is today Pretanic Westwall in 1305 and during the entire reign of the Inaran monarchy the Purgatio Nortia displaced millions of Nortian tribal peoples.
By the 1350s tensions were rising exponentially and a backlash was long overdue.
In 1350 the seeds of war were simmering in Port Emporia as rumors were swirling of a possible invasion from either Garlis or Kalm. The coffers were dry after recent naval raids along the Great Rift Sound and the monarchy was nearing bankruptcy to Westward Gate trade bankers. The nortian populace remained exiled or in captivity and King Treston the V was wringing his hands at the possibility of Westward Gate wanting complete independence as a merchant republic.
This was the perfect time to strike for Duke Beglidere, the grand duke of the eastern provinces of Garlis. Sweeping quickly with an army of 40 thousand men, he occupied every village and city between Westwall and Port Emporia in a 7 year campaign known as the Egyt War. The war reached a head at the gates of Port Emporia itself with a massive raid that left the city devastated in 1357. This was the end of the Inaran Nation, and the beginning of the Kingdom of Pretany.
In 1402 after the formation of the kingdom, the new king promised to quell future Inaran aggression by forcing all ethnic and loyalist Inarans back on the Island in Pretanic Lake. This essentially became a prison for nearly 3 million people who slowly succumbed to famine from neglect and plague from nearby swamps. Duke Beglidere considered this a prison colony, or "reservation" for Inaran people and the movement of the Inaran elite through the mountains surrounding the Inaran Basin was known as the Siúlóid Horror, or the "Walk of Horror'.
The surviving populace were allowed to leave the island after Duke Beglidere's death in 1429 and they began to farm the surrounding countryside in the Inaran Basin once again for resources. A formal government was established and the new Inaran King, known as a Bishop due to him being head of the catholic church on the island, Dagglis Hambernack agreed to co write and sign a constitution with King Beralt, Prince of Pretany to formally decree Inara as a Diarchal city-state loyal to both crowns, with the Pretanic crown superseding power to the lower. This ensured there would never be starvation again in Inara as no tax was placed on Inarans for food grown on the island and specific duchies in the basin. The small country quickly became food self sufficient, and economically traded with the Shires surrounding it. The country also benefited greatly from it's proximity to the capital of St. Richards and became a playground for the elite in the 16th and 17th centuries with many members of the Pretanic royal family marrying into Inaran Royalty and building lavish estates on the kingdoms many islands.
The idea of a modern Inara didn't take hold until the formal forgiveness and long overdue, mainly symbolic pardon of the Inaran people by King Christian of Raggleneth in 1770. The former feuds had become history by the 18th century and the Inaran people were adored. A new castle was built on the citadel in 1810 after the ancient castle was leveled in a fire, and after a World's Fair was hosted in 1820, Inara became a tourist destination and a tax haven for the elite, with centuries old tax code still prevailing on the island.
The city continued to expand from the center citadel like a spider web as thousands of new homes were built between 1845 and 1900. With little countryside left, ferry routes became important in the ancient port and goods traveled from the mainland daily.
During the 1930's tensions with Antigo the Inaran guard performed joint military exercises with the pretanic army before and after the Attack on Rockatresston and wealthy millionaires built beach front homes to take advantage of the unusually hot summers in the basin.
In 1967 a boycott took place when left wing organizer Terrance Norda was elected as parliament leader. He was for changing the tax code to promote more social responsibility in Inara and this led to a boycott of the island by wealthier seasonal residents. Terrance was immediately impeached from office by the Inaran Crown and replaced by a more conservative leader.
By the 1980s Inara was experiencing a boom in the tourism industry, playing on its strengths of historical and unique cultural value. Many museums and open public archeological sites became available for public consumption around the city and this led to the rise in a healthy service industry serving local cuisine and a booming hospitality industry by the early 2000s. In 2015, Inara was slated as one of the top places to live in the world by Power Magazine.
Culture and Religion
Inara is heavily shielded by the Pretanic military and must establish permission by Pretanic parliament before making any independent diplomatic charters or formal contracts.
This rule had been strictly followed and has allowed Inara to remain a peaceful haven in the world. Inara does not hold any foreign embassies abroad and non exist in the capital, but to establish it's sovereignty holds a table at the Assembly of Nations with a small national guard.
Inara forms a strong bond with Wesmandy due to shared cultural heritage, often claiming itself to be an extension of caeltig culture. The leaders of both countries are seen frequently visiting state houses in either capital.
