行政区划说明 Introduction

华夏共和国的基本行政区划分为「省」「地」「县」「镇」共计4个级别，前3个级别的行政区均设置人民政府，部分镇级行政区设置人民政府。 其中省级行政区分为「都」「省」「特别行政区」共计3种，下辖地级行政区或直辖县级行政区，享有地方立法权； 地级行政区分为「市」「民族自治州」「旗」共计3种，下辖县级行政区或直辖镇级行政区，享有地方立法权；下辖的县级行政区中，仅市可以辖区； 县级行政区分为「县」「区」「厅」「地方」「郡」「民族自治县」共计6种，可下辖镇级行政区，其中厅、郡、民族自治县享有地方立法权； 镇级行政区分为「镇」「乡」「街道」「民族自治乡」「管理委员会」共计5种，其中镇、乡、民族自治乡设置人民政府，街道、管理委员会作为行政区划的同时直接作为上级行政区的派出机构。 详细的区划结构详见表0-1。

The basic administrative divisions of the Republic of Huaxia (Huaxia) are divided into four levels: "province," "prefecture," "county," and "town." People's governments are established at the first three levels and some of the town-level divisions. At the provincial level, there are three types of administrative divisions: "Capital," "Province," and "Special Administrative Region." These divisions oversee prefecture-level or directly-administered county-level divisions and have local legislative authority. Prefecture-level divisions include "City," "Autonomous Prefecture," and "Banner." These divisions oversee county-level or directly-administered town-level divisions and also have local legislative authority. Among the county-level divisions, only cities can have districts under their jurisdiction. County-level divisions consist of six types: "County," "District," "Office," "Locality," "County Prefecture," and "Autonomous County." These divisions can oversee town-level divisions, with "Office," "County Prefecture," and "Autonomous County" having local legislative authority. Town-level divisions include five types: "Town," "Township," "Street," "Autonomous Township," and "Administrative Committee." Among these, towns, townships, and autonomous townships have people's governments, while streets and administrative committees serve both as administrative divisions and as direct agencies of the higher-level administrative divisions. 除上述区划外，镇级行政区下辖「行政村」「社区」「农场」「牧场」等村级行政单位（基层自治区划），该级行政区通常以村民或居民委员会作为基层自治机构，村级行政单位的管理范围通常包含其中心主要村落、附近的自然村、附属的田地、林地、水域、设施等。
村级行政单位亦可根据需要将管理范围划分为居民小组、村民小组、网格等最末端的区划。

标注规则 Tagging Instruction

华夏各行政区标注其节点（node）、关系（relation），表示其位置、范围。节点除上京都标注在博物院以外，均标注在行政区的行政中心位置（如政府、办事处等）；关系将行政区边界按情况作为外成员（outer）或内成员（inner），将下级行政区作为关系的子区域（subarea），将节点作为关系的标签（label）。 相关要素的标签标注规范见表0-2。

区划代码系统（在建）

华夏各行政区的行政区代码由1个字母和13位数字组成，具体为XO OO OO OOOO OOOO，分别表示所在等级的编号。其中省编号字母、四位数字编号的前两位代表区域类型。下表中留空的数值向前补足为上级行政区代码，向下补足为“0”，例如下表中珊瑚宫区代码为：S2010100000000。 各代码分类及含义如表0-3。

省级争议地区列表 Index of Provincial Disputed Area

华夏内部基本上省级边界已定，并且有相当一部分省界已经经过了详细的勘界，唯下列地区除外： 北三岛乡：北方特别行政区实际控制，属连白市新察区；浪波省声称属东马河市。	The internal provincial borders of Huaxia are largely established, and a significant portion of these borders have been thoroughly surveyed.
